Mrs. Maduro’s career in healthcare began at the age of 13 with the Summer Youth Employment Program (SYEP), marking the start of her lifelong dedication to serving underserved communities. Over the past 30 years, she has worked exclusively within Federally Qualified Health Centers (FQHCs) and community-based organizations, gaining extensive experience in health center operations, revenue cycle management, program development, and the delivery of healthcare services to marginalized, underserved, disabled, and substance abuse communities.
Before becoming CEO at Betances Health Center on January 6, 2025, Mrs. Maduro served as Chief Operating Officer at a large FQHC with over 30 locations. In this role, she led initiatives to improve patient access, financial sustainability, and operational efficiency. She also played a crucial role in launching new healthcare facilities, expanding essential services, and building partnerships to address healthcare disparities.
A native New Yorker and bilingual Spanish speaker, Mrs. Maduro is committed to advancing health equity and championing high-quality, accessible healthcare for all. Her expertise in business administration, revenue cycle management, and community health advocacy has positioned her as an executive deeply dedicated to strengthening the impact of community-based care.

Dr. Marianne Clinton assumed the role of Chief Medical Officer at Betances Health Center in November 2024. She has been a valued member of our medical staff since September 2019, serving as a family physician at our Bushwick site in Brooklyn. Dr. Clinton brings extensive experience in family medicine, offering comprehensive care across all ages, including pediatrics, adult medicine, gynecology, and prenatal obstetric care. Dr. Clinton earned her medical degree (MD) from the University of California, Irvine, and completed her family medicine residency training at the University of California, San Francisco, Fresno site. She served as Medical Director at a community health center in California, where she led clinical operations and helped expand access to care. With her diverse clinical expertise and proven leadership in healthcare settings, Dr. Clinton is dedicated to advancing Betances Health Center’s mission of providing high-quality, compassionate care to the community.

Deochand Narain joined Betances Health Center in January 2019 and became the Chief Financial Officer in June. He has been a CFO since 2001 at various community based not for profit organizations, including Federally Qualified Health Centers. Mr. Narain holds an MBA in Finance from Baruch College. Mr. Narain brings with him extensive experience in the not for profit space having worked in community based organizations for more than 25 years. He also brings a thorough understanding of the financial operations and compliance requirements of Federally Qualified Health Centers having worked in two such health centers before joining Betances.

Alexander M. Fear has been a practicing attorney for nearly thirty years, and is Certified in Healthcare Compliance, having received his initial certification in 2009. While initially focused on real estate and corporate law, Mr. Fear started working with healthcare providers in 2008 and has been representing FQHC’s and other healthcare providers as General Counsel and Chief Compliance Officer since that time.
Mr. Fear is an active member of the American Health Law Association, the Health Care Compliance Association and the New York State Bar Association.
Mr. Fear has received the highest “AV Preeminent®” rating from Martindale-Hubbell, the largest and most comprehensive source of lawyer ratings in the world, for his professional ability and ethical standards.

Dr. Cheong Eun Lee

Dr. Lee’s career bridges education and dentistry, centered on service to underserved communities. She earned her B.A. in Education from the University of Michigan and spent several years teaching in U.S. public schools, helping establish a school in Morocco, North Africa, and teaching at Peking University in Beijing, China. Inspired by her international experience and work alongside Operation Smile volunteers, she pursued dentistry and earned her D.D.S. from the USC Herman Ostrow School of Dentistry, followed by a General Practice Residency at Columbia University–New York Presbyterian Hospital. She later served as Senior Director of Dental and Radiology at a federally qualified health center in Manhattan, expanding access to care for diverse patient populations. Her approach emphasizes education, prevention, and compassionate, accessible care.

Pamela Smith

Pamela Smith serves as Human Resources Administrator for Betances Health Center. She is responsible for directing all the organization’s people functions and overseeing planning, vision and direction for the agency’s human capital strategy. Ms. Smith brings 20 plus years of experience in human resources management and leadership. Prior to joining Betances, Ms. Smith served as the head of human resources for a large federally qualified health center where she revamped the HR department and led a change in corporate culture under the founding CEO. Ms. Smith also brings a diverse experience in corporate leadership from entertainment and finance industries. Ms. Smith holds a Master of Science in information management from Pratt Institute. She is a Certified Employee Benefits Specialist (CEBS) from Wharton School of Business.

Mary Ann Wiggan- Mary-Ann Wiggan, RN, BSN, has also joined the organization as Senior Director of Nursing, bringing extensive nursing leadership experience across adult medicine, pediatrics, and women’s health. Most recently, she served as Regional Director of Nursing at Ryan Health, providing oversight across multiple ambulatory sites and leading high-impact quality, patient-flow, and infection-control initiatives that significantly improved clinical outcomes and regulatory readiness.

Tarsheema Copeny, has joined the organization as Senior Director of Operations, bringing nearly a decade of experience in multi-site Federally Qualified Health Center operations, regulatory compliance, and performance improvement. She most recently served as Director of Operations at ACACIA- La Casa de Salud, where she oversaw multiple health centers and led initiatives to strengthen patient access, operational efficiency, and accountability.
